I believe that is Walter Tetley sitting on the stool next to Judy Garland. Though he wasn't cast in The "Wizard of Oz", he hung around the set and was friends with a lot of those who played the "Munchkins. He was the voice of Leroy (Gildy's nephew)in the radio show The "Great Gildersleeve". He was also the young-looking bellhop in the Chesterfield commercials.(Call for Philip Morrrreese!) It is said that his mother had him castrated as a young boy so his voice would always sound young and he would always have child parts in movies. It could be true, but most think it was an urban legend and that it was from a birth defect. Only he and his mother would know the truth about that and they are both long gone now! ("Oh for corn sake, Unk!")

If she did, that was one extremely mentally ill woman. Poor guy, even the thought nauseates.
