Looks like it could be just the police radio dept.for radioing to squad cars, etc.? I remember a police program during the 50's that was done by the Washington State Patrol. It was called "Could this be you?" They had a radio broadcaster riding around with a patrolman and he would record traffic stops and going to other calls from the dispatcher. It was pretty cool to listen to the drunks and other miscreants disobeying the law. I recently tried looking it up, but couldn't find much info about it online. Probably lost to history like other neat things from the past.
