Rich's is one of the oldest cigar shops in the nation that first opened their doors in 1894. We all know that Oregon passed the non-smoking law, however....many establishments have been able to get a special exempt license for CIGARS only. A couple of blocks away, El Gaucho Steak House had one handed to them. But what about Rich's that is a CIGAR STORE for crying out loud? NO! Our fine folks (the city that works) will not give a CIGAR STORE the license due to a short list of ridiculous red tape such as how thick their walls are!!!!!!!! Now they have to go to the expense of hiring Attorneys to get this resolved. What a great town!
druggies can buy and sell on the streets and apparently the cops turn a blind eye. but smoke a cigar in a cigar store -- wow that is something they can really get their arms around. ditto smoking in Pioneer Square -- what that Mayor chooses to call Pdx's Living Room. Peeing on the streets -- no problem. Selling drugs -- no problem. Stealing cars -- no problem
