Back in the days of the Schrunk-Ivancie-Buck Grayson-Earl Bowles and about one other commissioner whose name escapes me at this preesent moment in time.
Back in the 1950s & '60s, PDX had a history of reelecting incumbents. When Ivancie was first elected, replacing Ormond Bean, in 1966, many people were overjoyed to see the status quo appear to crumble. But no such luck, Frank was just a continuation with a different name.
Yes...back in the day when the mayor just collected graft and controlled the spread of crime and vice to his friends and supporters.
