So, it looks like that picture was taken sometime in 1978 or later.
When I worked at KWJJ (1979-82), I wrote a parody story about the TDA...the Transit Mall Decommissioning Alliance...when there was a bomb scare down there. A "suspicious" looking package was left under a bus bench that turned out to be a package of drafting supplies. Several blocks of the mall were evacuated as part of the scare.
The real TDA at the time was, of course, the Trojan Decommissioning Alliance, calling for the shutdown on the Trojan Nuclear Plant.
My parody was about how the Transit Mall Decommissioning Alliance in an effort to shut down the transit mall had placed a bomb to stop the buses.
Notice the confused driver about to turn onto the "bus only" lane. Even back then they wanted to confound car drivers as much as possible (and yes, it is not 1966).
That photo is a lot newer than 1966. It shows the first transit mall which was completed in the 1980's.

I stayed there once back in the mid-70's. The room had a Murphy bed and was about the size of a closet...sure hope they've improved since then...
