Those men who were, in late 1941, serving as US Marines in China or those people who were, covertly, serving as P-40 pilots with the American Volunteer Group in Burma, India and China, saw this coming.
The Japanese had been working their way south and east prior to December, '41.
FDR chose to disregard the warnings of MacArthur and Marshall, only supplying Chennault and the AVG after extreme pressure from Chiang Kai Shek.
