Bob the cat was the apex of weather as entertainment in lieu of a trained meteorologist presenting the weather.

puts the blame square on the National Weather Service and their "Backcasting & NOWcasting".
Bosley the clown represented the decline of the TV weathertainment profession which Chuck Weise waalked away from at age 19.

Bob would probably be predicting rain through May, then partly cloudy with rain during the Rose Festival.
