
Baker served as Portland Mayor from 1917-1933. His greatest accomplishments were raising war bond money and appearing at every event to do so. Baker promoted the building of new bridges including, The Burnside, Ross Island and Sellwood. Baker led the way for improved water and sewer systems. His downfall was being involved in The Ku Klux Klan. He never attended a meeting but was backed by The Klan and he never disapproved. This cost him a run for the Senate. Baker died in 1941.
