Are these two cars about to crash, or are they just going to crush the people standing too close?

I believe this is a photo of the last run of the Portland streetcar system. The motorman on the 23rd Ave car on the left was Chuck Hayden, a railroad and trolley historian and a good friend of my father. Dad was also a motorman, albeit on another streetcar/interurban line, the famous Pacific Electric in southern California.
