What year did downtown go to one-way streets. 1951?

Portland changed to a one way grid in the downtown area on 3/1/50 which increased traffic capacity, and flow. A 1951 study that compared compared accident stats from 1949, showed accidents at intersections were reduced by 51%, and a 37% reduction between intersections after the change. Pedestrians accidents were reduced up to 50%
