It did use to be that men were allowed to have bad breath more than women. If men smoked, that was okay, it was to be expected. But I knew a gal who smoked who would always hit the restroom and brush her teeth every time she took a smake break. Likewise, a little beer or scotch on the breath, that was to be expected from the guys. Not so much the women.

Women were supposed to always have that minty fresh breath, but men should have a bit of an edge. Not that their breath should smell like something had crawled up in there and died, but that little edge of something was okay.
