The National Archives shows that this photo was taken on 9/23/52 of future President Eisenhower watching his VP running mate Richard Nixon give his "Checkers" speech 6 weeks before the 1952 election, so the location would not be in the White House.

The real TV addict (before Trump, of course) was LBJ, who had three TVs installed side-by-side so he could watch all three networks at once.
