It looks like Joe Higgins, Dodge Safety Sheriff from the early 1970's Dodge commercials.

It's obvious that isn't Gleason, but it doesn't look like Joe Higgins either.
Higgins' character wore tinted rather than mirrored glasses. Higgins' tie was also precisely matched to his shirt and was down to his beltline -- as a properly tied tie always is.
