I didn't find a lot about "The Colonial" hotel, but I did find some old newspaper ads, which would indicated that it was a summer resort hotel for people escaping the heat in Portland.

The Colonial Seaside Oregon
The new, elegantly furnished hotel is now open for the season, Every room opens on a large porch commanding a fine view of the ocean. Large shady grounds, fine service and good meals make this a very desirable place to spend a vacation. Reasonable rates by the day or week.

Old Sandborn fire maps would place the Colonial hotel north of Broadway at the present day address of 222 3rd in Seaside.
