This is the reason for the mermaid costume.

The missing words are something like "Fish HAD FINS first." I can't make out exactly what the sign says. The first word of the three is a mystery. The second word may be "Favored" or "Featured." And the third word is definitely fins.

So, the gist of the sign is "Fish had fins first but Dodge made them famous."

The sign says “fins” which aligns with the the “fins” of the car.

Fish found find first but Dodge made them famous.
