Mr Stump using some of the old business names in the photo I came across a site with this photo. The location is Pike Street looking east from the entrance to Pike Place Market in Seattle. On the right the Owl Drug and Dr. Short Dentist building is now Green Tortise Hostel @ 105 Pike St.

per Seattle Times article on 4/12/18 this is First Avenue looking east up Pike Street in Seattle circa 1931. My comment: it would likely have to be taken from the roof of the Pike Place Market building where the large neon sign is today. DG can maybe add more!

Okay not the roof, but near the actual market itself :)

Looks like the JC Penny building under construction on the right, next to Seattle's 2nd avenue, a longtime mecca for sweet deals. My uncle worked there.
