Sorry Stump where and when this photo is from I don't know, but it looks like a parts counter from maybe the 1930's or 1940's with the large catalog holder on the counter, but why most of the guys are wearing coat & tie who knows.

Because in the 30s and 40s, men wore coats and ties to work.

In the parts Dept. they would likely wear a tie and shop coat, not a suit coat or sports coat.

that is definitely an auto parts book from the 50s/60/s likely a major car brand like ford or chevy
