There seem to be all types of stories of where the Pronto Pup was invented, but the Pronto Pup website saws George & Versa Boyington first developed it in Portland in 1941 at a fountain shop they owned, and sold 15,000 the first year. Post WW II Pronto Pup began to franchise, and there are several classified ads in the local newspapers starting in May 1945.
Wikipedia has a entry that the Pronto Pup was invented in the 1930's in Otis Oregon by George & Versa Boyington. In 1930 George was married and living in Michingan, and was divorced when he married Versa in Clark County Washington in 1941. Rockaway was likely one of the post war franchise locations.
