Oregon Live has a July 2016 story on Pendleton Woolen mill, and this photo is included with the story where they identify the man standing on the far left as C M Bishop the proprietor of Pendleton woolen mill. The men wrapped in blankets are local business men who had toured the mill in 1910.
Zoom in on the boy in the window and it looks like a man standing behind the boy with his hand on the boys head.
Can we assume the child fell soon after?
