What is attractive about this woman? Why would anyone be willing to pay for her, ahem, services?

Snopes.com addresses this photo and license in 2019 and found that it has been on the internet since 2015, and they question the validity of the photo and license. They show five images of a license issued to "Tea Cup Sallie" on the same form on March 10 from 1876 to 1920 in four jurisdictions. They point out the average life expectancy in this era was 50 year, but Tea Cup Sallie is licenses span 44 years. One of the licenses from Dodge City Kansas is signed by Wyatt Earp.
